THE EARLY CHILDHOOD COMMISSION

The Early Childhood Commission (ECC) a Statutory Body of the Ministry of Education and Youth with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:

SENIOR SECRETARY ECD ASSESSMENT SERVICES – (OPS/SS 3) VACANT

Job Purpose

Reporting to the Manager, ECD Assessment Services, the Senior Secretary is responsible for providing high- level administrative, clerical and coordination support to the Early Childhood Development Assessment Services Unit. The role ensures the efficient operation of unit functions related to early childhood assessment, screening, reporting, data coordination and stakeholder engagement. The incumbent supports confidentiality, accuracy, timeliness and professionalism in keeping with the ECC’s regulatory mandate and national early childhood development frameworks.

Key Responsibilities
 Provide comprehensive secretarial and administrative support to the Manager and technical officers within the ECD Assessment Services Unit.
 Prepare, type, edit, format, and proofread correspondence, memoranda, reports, minutes, presentations and official documentation.
 Manage the Manager’s calendar, appointments, meetings and official engagements.
 Coordinate logistics for meetings, trainings, consultations and assessment-related activities (virtual and face-to-face).
 Receive, screen and appropriately route telephone calls, emails and visitors while maintaining professionalism and confidentiality.
 Establish, maintain, and update secure filing systems (electronic and physical) for assessment records, correspondence, reports and forms.
 Ensure proper classification, tracking, retrieval and archiving of sensitive child assessment documentation in accordance with ECC policies and data protection standards.
 Assist with coordinating and tracking early childhood developmental assessments, screening tools and associated documentation.
 Monitor timelines for assessment submissions, reports and deliverables.
 Compile, collate and prepare assessment-related data and documents for internal reviews, audits and external reporting.
 Support the preparation, quality checks and distribution of assessment reports and summaries as directed.
 Follow up with internal and external stakeholders to ensure timely submission of required documentation.
 Support the planning and coordination of stakeholder meetings, workshops and inter-agency engagements.
 Support internal audits, quality assurance processes and compliance reviews.
 Monitor and manage office supplies, equipment and administrative resources for the Unit.
 Assist with onboarding documentation for new staff, interns and consultants assigned to the Unit.

Minimum Required Qualification and Experience
 Certified Professional Secretary Diploma/Management Diploma or equivalent qualifications
 Two (2) years working experience in an administrative position

Remuneration: Salary Scale $1,711,060.00 – $2,301,186.00 per annum, and any other allowances attached to the post
