THE EARLY CHILDHOOD COMMISSION
The Early Childhood Commission (ECC) a Statutory Body of the Ministry of Education and Youth with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:
GENERAL ACCOUNTING OFFICER (FMG/AT 3) VACANT
Purpose of Job
Under the general supervision of the Manager, Financial Reporting, the incumbent supports the financial accounting and reporting processes. Facilitates compliance with accounting standards and control framework related to accounting software general ledger, fixed asset depreciation register, expenditure requisition commitment register, fixed asset maintenance register, GOJ receipts for receival of company funds and bank deposits. Carries out other related finance procedures and records management.
Key Responsibility Areas
Collects ECI Registration fee deposits slips and reconcile ECI Registration Accounts;
Maintains and reconciles unidentified deposits schedule for ECI Registration Fee deposit slips submitted and prepare adjusting journals;
Receives payment vouchers and updates payable ledger;
Prepares journal vouchers and create adjusting entries to the general ledger regarding ECPs cancelled keycards unidentified deposits on bank statement;
Assists with reconciling the ECC’s bank accounts and cash book with sub-ledgers and supporting documents.
Maintains and updates Fixed Assets Account
Processes monthly telephone bills and ensures a schedule is maintaining of payment records
Prepares reconciliation statement
Receives, reviews and prepares monthly GCT expenditure and liability journals as per summary of monthly withholding tax certificate issue;
Receives, reviews and prepares GCT income warrant and liability journal as per confirmed payment schedule received from Ministry of Education & Youth (MOEY) and on Tax Administration Jamaica (TAJ) payment portal for payment made by Ministry of Finance & The
Public Service (MOFPS);
Maintains files and records for the Accounts section;
Prepares other schedules and reconciliations for the annual external audit as directed;
Facilitates International Organization for Standardization (ISO) activities;
Performs other related functions assigned.
Minimum Required Education and Experience
AAT Level 3 or;
ACCA-CAT Level C or;
ACCA Level 1 or;
Diploma in Accounting from a recognized University or;
Diploma in Government Accounting, MIND i.e., Government Accounting Levels 1,2 and 3 or;
Bachelor’s Degree in Accounting or Management Studies with Accounting or BBA from a recognized University;
Two (2) years’ experience in General Accounting
Remuneration: Salary Scale $2,190,302 – $2,945,712.00 per annum, and any other allowances attached to the post
