THE EARLY CHILDHOOD COMMISSION
The Early Childhood Commission (ECC) a Statutory Body of the Ministry of Education, Skills, Youth and Information, with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:
COLLECTION & DISBURSEMENT OFFICER (FMG/AT 2) – VACANT
Job Purpose
Under the general supervision of the Manager, Payroll and Payables, the incumbent is responsible for the collection, recording and lodgement of public monies received; preparation, issuing and posting of receipts, disbursing payments, updating and balancing Receipt cash book, and maintaining the Petty Cash Imprest. The incumbent is also responsible for the verification of payments being made, ensuring the ECC’s policies are adhered to in accordance with the FAA Act.
Key Responsibilities
Receives payments for items such as ECI subsidy repayment, donor funds, tender documents, photocopies and telephone bills and other miscellaneous payments;
Collects, signs for and issues receipts for each payment submitted through the Value Book by staff or members of the public;
Updates Value and Cash Book;
Checks and balances daily transactions and prepares lodgement for respective Bank Accounts;
Prepares Journal Vouchers for lodgements and submits for authorization;
Processes and prepares cash and cheques for lodgements to financial institution(s)
Prepares Miscellaneous Revenue Statements;
Updates/balances accounts daily and maintain the Petty Cash Book Register;
Reviews all accounts receivables, vendor invoices/claims and billing procedures to ensure compliance with accounting guidelines and the legitimacy of payables;
Conducts research of records for contract employees, contractors and suppliers for all payments ensuring they are in accordance with agreed deliverables;
Researches and investigates questionable data and prepares report on finding for action by senior management;
Compiles and prepares working documents into a report identifying and detailing anomalies and errors for action to be taken;
Maintains database and records management systems for accurate historical, readily accessible and usable information;
Minimum Required Qualification and Experience
AAT Level 3 or; ACCA-CAT Level C or; ACCA Level 1 or;
Diploma in Accounting from a recognized University or;
Diploma in Government Accounting, MIND i.e., Government Accounting Levels 1,2 and 3 or;
Bachelor’s Degree in Accounting or Management Studies with Accounting or BBA from a recognized University;
Two (2) years’ experience in General Accounting
Remuneration: Salary Scale $1,711,060.00 – $2,301,186.00 per annum, and any other allowances attached to the post
