THE EARLY CHILDHOOD COMMISSION

The Early Childhood Commission (ECC), a Statutory Body of the Ministry of Education, Skills, Youth and Information, with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:

BBC PAYROLL OFFICER (FMG/AT 2) – VACANT

Job Purpose
Under the supervision of the Senior ECP Payroll Officer, the incumbent is responsible for ensuring that all salaries and subsidies for the Brain Builder Centre staff and Early Childhood Institutions (ECI) administrative staff are accurately computed and meet agreed deadlines in accordance with the Financial Administration and Audit Act (FAA) and other Accounting Standards.

Key Responsibilities:
 Prepares subsidies, salaries and statutory deductions payroll calculations for certification by the Senior ECP Payroll Officer;
 Prepares payroll in compliance with Government of Jamaica (GOJ) policies and guidelines, legal and statutory requirements and accepted accounting procedures;
 Receives and action all relevant information/documentation received in connection with the payment of salaries and subsidies from Sector Support Services;
 Receives from Company Banker ECPs and administrative staff keycards and verifies their validity;
 Inputs validated Keycards on the payroll system;
 Updates the payroll system to maintain practitioners’ employment data, date of birth, TRN, NIS, bank information and changes in salary and subsidy scale appointed;
 Prepares monthly adjustment report for certification by Senior ECP Payroll Officer:
 Administers termly attendance register;
 Balances the monthly payroll register with adjustments to the on and off Control Register;
 Extracts monthly periodic reports from the payroll system
 Prepares calculations and payment vouchers for ECPs on cheque listing and advance payment, done pre/post payroll cycle;
 Prepares monthly returns (SO1) for statutory deductions and remits the same to the relevant government authorities within the required period;
 Prepares requisite salary reports and statements for pass and existing ECPs and administrative staff, such as P45, P24, C6, and NIS, NHT;

Minimum Required Qualification and Experience
 AAT Level 3 or;
 ACCA-CAT Level C or;
 Diploma in Accounting from a recognized University or;
 Associate of Science Degree in Accounting, MIND or;
 Diploma in Government Accounting, MIND i.e., Government Accounting Levels 1, 2 & 3
 Bachelor’s Degree in Accounting / Management Studies or BBA at a recognized University
 Two (2) years related work experience

Remuneration: Salary Scale $1,711,060.00 – $2,301,186.00 per annum, and any other allowances attached to the post
