1. Strategic Objective 

To ensure that the Early Childhood Commission’s human, physical and financial resources are properly managed to maximize and promote internal efficiency and effectiveness.

2. Purpose of Job

Under the supervision of the Director, Human Resource Management & Administration, the incumbent is responsible for contributing to the design and delivery of organizational development strategies and the management of change in support of the organization’s strategic and operational objectives; and coordinating Performance Management activities and outcomes to ensure full compliance with the Agency’s policies and procedures in achieving its objectives.

4. Key Responsibility Areas

 

Technical/Professional Responsibilities

  • Participates in the conduct (use of surveys, focus groups and other relevant methodologies) of organizational needs assessments to determine organizational readiness for change.
  • Assists with coordinating activities concerning collaborating with management to develop and employ change management strategies.
  • Prepares and submits Activity/Performance and other reports as requested;
  • Represents the Commission at meetings/conferences and other fora as requested;
  • Provides guidance/advice to the Director, Human Resource & Administration and other personnel on Performance Management and Organizational Development and Modernisation Initiative matters;
  • Partners with Departments, Units and Agencies to develop Performance Management improvement strategies and core competencies;
  • Develops and manages Performance Evaluation Structure and Succession Planning and career-path initiatives;
  • Co-ordinates and leads the implementation and administration of the Employee Performance Management System to ensure fairness, transparency and objectivity with appropriate systems of rewards and sanctions;
  • Works collaboratively to find creative solutions that drive staff attraction, engagement and retention;
  • Creates leadership and staff development strategies and programmes and a culture of continuous learning aligned with the Organization’s strategic direction;
  • Schedules and participates in the conduct of job analysis by using interviews, questionnaires, observations and research examines records to validate findings;
  • Develops specific recommendations/solutions to problems identified, including changes in organization and dimension of work boundaries and relationship regarding authority and accountability, functional and communication, existing legislation, manpower utilizations, forms and office layout;
  • Identifies and communicates the compelling need for change/improvement by being an advocate for positive change and improvement within the Organisation.
  • Assists with the preparation of submissions to the Human Resource Sub-Committee

Organizational Development:

  • Conducts job analysis and reviews the Organization Structure to ensure alignment with the goals and Strategic Objectives of the Commission;
  • Recommends new structure and Implementation Plan, where necessary;
  • Collects and analyzes data to facilitate the recommendations made and ensures that they are consistent with quality inputs and are of the highest standard;
  • Assists Department/Unit Heads in restructuring exercises in keeping with achieving the goals of Divisions/Units and liaises with Corporate Management Development, Ministry of Finance and the Public Service regarding restructuring/reclassification exercises for the Commission;
  • Conducts periodic cost and productivity analysis and initiates and/or makes recommendations for changes, where necessary, to achieve established goals;
  • Assists with the implementation of recommendations from studies and consultancy outputs to ensure that value for money is achieved;
  • Examines content of Individual Work Plans to ensure their alignment to the Department’s Operational Plan;
  • Arranges for the development and maintenance of current documentation of the Organizational Charts, Job Descriptions and Work Plans;
  • Provides assistance to Department Heads, Managers and Supervisors with the updating or rewriting of Job Descriptions, Work Plans as required;
  • Participates in the development and maintains of Terms of References as required;
  • Prepares charts for existing and proposed organizational structures;
  • Conducts organizational needs assessments to determine organizational readiness for change;
  • Provides leadership to management in employing change process concepts and techniques;
  • Analyzes change initiatives for major obstacles and/or operating constraints to their accomplishment and recommends strategies for corrective action where necessary.

Performance Management: 

  • Assists with coordinating the implementation and administration of the EPM within the Commission
  • Designs, delivers and administers Human Resource Training and Development Programmes in a fair and equitable manner, to support the strategic objectives of the Commission;
  • Checks staff eligibility for performance increments/awards and notifies the relevant HR Officer for processing and submission of related information to the Finance Department.
  • Provides advice, guide and technical support to the Commission, ensuring they are sound and in line with the Government’s priorities and direction;
  • Extracts required employee records for the audit of the system and provides other support as required for the post implementation evaluation of the system;
  • Provides guidance and training regarding Employee Performance Management (EPM), ensuring accordance with the established principles as outlined in the guidelines;
  • Implements effective Training Plans, ensuring that appropriate cost containment measures are initiated as necessary;
  • Ensures that the relevant documentation is prepared and distributed to coincide with the schedule of activities of the Employee Performance Management System;
  • Liaises with and provides assistance to Heads of Departments regarding the Employee Performance Management process;
  • Develops and maintains Performance Management database to monitor the processing of increments and submission of performance appraisals, work plans and other relevant documents.
  • Prepares Performance Management reports for submission to the relevant stakeholders
  • Collaborates with the Director, Managers and Supervisors to monitor and ensure that training and developmental needs of employees are addressed;

Other responsibilities:

  • Performs other related functions assigned from time to time by the Director, Human Resource Management & Administration.

 

Minimum Required Education and Experience

  • Bachelor’s Degree in Management Studies, Human Resource Management/Development or a related field
  • Three to Five (3-5) years’ related work experience in Human Resource Development and Performance Management at the Middle Management level in an organization of similar size
  • Specialised training in Management Analysis, Performance Management and Appraisal Systems and Change Management would be an asset
  • Remuneration: Salary Scale $$3,501,526.00 per annum, and any other allowances attached to the post

    Travel island wide, when required
    Required to spend long hours sitting and using office equipment, computers and attending sessions

  • Makes recommendations to Director, HRM&A on OD & PM matters
  • Recommends policy proposals to improve efficiency and effectiveness of the ECC
  • Access confidential information as required to perform assigned functions
