2. Purpose of Job
Reporting to the Manager, Human Resource & Administration, the Human Resource Officer is responsible to coordinate, execute and/or assist with human resource activities related to employee recruitment, selection, retention and separation, compensation and benefits management, training and development, employee relations and welfare services, and records administration.

4. Key Responsibility Areas
Human Resources Management Responsibilities
Undertakes staff recruitment and selection activities including the: preparation of notices and advertisements for vacant and not vacant positions; short listing of candidates; scheduling and organizing of interviews; administration of tests; conducting reference checks on possible candidates and contacting of successful/unsuccessful applicants.
Assists the Manager, Human Resource & Administration (HR&A) with monitoring probationary periods, and issuing letters to department managers in respect of appointment of probationers
Prepares and issues contracts, letters of employment and permanent appointment; circulates copies to relevant line managers as required
Processes and prepares documentation to finalize employee promotions, transfers and separations
Advises the Payroll section of required payroll adjustments in accordance with strict monthly and payroll deadlines
Guides Directors and Managers in the conduct of periodic staff training needs, assessments through job analysis, review of appraisal forms and consultation with staff and makes recommendations to the Manager, HR&A to meet the needs identified
Assists in co-ordinating training programmes for the Early Childhood Commission’s (ECC’s) employees including liaising with training institutions and presenters, notifying trainees, booking venues and if necessary arranging for refreshments.
Assists with onboarding for new employees
Conducts exit interviews on the resignation of non-supervisory/non-managerial staff
Prepares standard reference/recommendation & job letters for employees
Verifies information stated in job letters to financial institutions
Plans and organises recreational events for employees as required
Prepares monthly and quarterly human resource reports
Preparation of letters to the Ministry of Finance & the Public Service in relation to the reactivation of established posts and/or the creation of new posts
Conducts site visit to interact with staff members and ascertain their concerns
Liaises with training institutions (HEART Trust/HOPE Programme/NYS) to provide placement of interns
Technical / Administrative Responsibilities:
Assists department directors/ managers to draft and revise job specifications and descriptions
Assists in the administration of the employee recognition and assistance programme (EAP)
Maintenance of the staff database
Advises employees of the ECC’s human resource policies and procedures as required
Advises employees on work matters, career development, personal problems, disciplinary matters, etc. and provides counselling as required
Maintains various human resource records and files including, employee files, etc.
Benefits and Welfare Administration
• Assists with the coordination of employee safety, welfare, wellness, and health reporting; and employee services
• Processes and maintains the organisation’s group life and health insurance programmes, ensuring that new recruits are processed in a timely manner as required
Other
• Performs other related functions assigned from time to time by the Manager, Human Resources & Administration

- Minimum Required Education and Experience
- Bachelor’s Degree in Human Resources Management or equivalent
- At least three (3) years experience in Human Resources at a supervisory level with at least two (2) years in the Public Sector
- Experience as a supervisor or manager is a must
- Remuneration: Salary Scale $3,501,526.00 per annum, and any other allowances attached to the post
