Purpose of the Job
Reporting to the Director, Cross-Sectoral Coordination, the ECD Sector Planner, is responsible for coordinating and participating in inter-ministerial and inter-sectoral consultation and collaboration on the development of comprehensive and integrated national ECD activities and plans; promoting and supporting their integration into policies, plans, budgets, programmes and projects at the sector level through provision of required information, technical and administrative support.
Key Responsibility Areas
Management/Administrative Responsibilities
- Consults and collaborates with Corporate Planners in government Ministries, Departments and Agencies on the development of comprehensive and integrated national ECD policies and plans.
- Based on inter-ministerial and inter-sectoral consultation, drafts the preparation of the strategic and operational plans for the ECD sector
- Liaises with planners in all social sector Ministries to obtain information to facilitate tracking of expenditures on Early Childhood provisions
- Consults and collaborates with senior managers of the ECC to develop the Strategic, Corporate and Operational Plans for the ECC
- Prepares the annual work plan for the Unit
- Prepares the Unit’s annual budget and monitors the allocation and expenditure of funds
- Prepares management reports on activities undertaken by the Unit
- Develops, reviews and revises policies and procedures for the Unit
- Coordinates the Unit’s activities with those of other Units within the Planning and Development Division
- Assesses, at intervals, the efficiency and effectiveness of the Corporate Planning Unit; develops, implements, and communicates process improvements
Needs Assessment
- Consults with relevant stakeholders and conducts independent analyses to identify financing needs of the ECD sector
Technical/Professional Responsibilities
- Provides technical support in lobbying and negotiating for financing of the ECD sector with the Ministry of Finance and local, regional and international funding agencies, and ensuring that current and prospective donors have adequate information on national ECD policy and priority needs.
- Manages the preparation of draft Plans for the ECD Sector to facilitate the development of the ECC’s budget
- Liaises with the Finance Division to ensure that priority items in the Sector Plan are also given precedence in the budget
- Liaises with the Ministry of Finance and Planning in developing/justifying budgetary allocations for programmes & projects
- Coordinates the review and finalization of the ECD Plan, subsequent to approval of the budget
- Evaluates, at regular intervals, the ECC’s progress towards the achievement of objectives set out in the National Strategic Plan; informs the ECC management team of significant divergence from objectives and the need for alternative strategies
- Assists with reviewing the organisation structure of the ECC periodically, and makes recommendations to ensure an optimum framework for the achievement of the long and short-term objectives of the Commission in keeping with the targets of the National Strategic Plan
- Coordinates the implementation and monitoring of administrative reform activities within the Ministry
- Keeps abreast of changes and innovations in budget systems and procedures and participates in the design and implementation of training programs to effect the desired changes
- Manages sector projects and activities
Database Maintenance
- Maintains/updates relevant databases and knowledge resources
Other
Performs other related functions assigned from time to time by the Director, Cross-Sectoral Coordination.
Minimum Required Education and Experience
- First Degree in Management Studies, Statistics or equivalent qualifications
- Completion of relevant Government courses
- Three (3) years of related experience
- Remuneration: Salary Scale $4,266,270.00 per annum, and any other allowances attached to the post
