Job Purpose
Under the general direction of the Senior Director, Corporate Services, the incumbent is responsible for the
overall management and development of Human Resources in the Early Childhood Commission, ensuring
that capable staff is attracted, recruited, developed and retained to provide the competencies required to
support a high-performing organisation.

Key Responsibilities

  • Provides policy interpretation and technical advice to the Executive Director, Senior Director,
    Corporate Services and Divisional Heads to ensure effective coordination of the HRM&A functions
    and compliance with government rules and regulations;
  • Provides strategic leadership and direction towards the coordinated development of policies for
    the functional areas;
  • Prepares a Strategic and operational plan/budget for the Human Resource Management and
    Administration Unit;
  • Co-ordinates the development and implementation of a comprehensive human resource strategy
    to support the recruitment, retention, welfare, training, development and performance
    assessment of staff;
  • Oversees the provision of public access to records/information in keeping with the legislative
    requirements such as the Access to Information Act;
  • Direct the administration and management of the Industrial Relations programmes, policies, and
    ensures the promotion of a harmonious industrial relations climate;
  • Assists in the establishment of a performance measurement mechanism for the Records
    Management System to identify whether or not the information is being managed efficiently, and
    demonstrate value for money;
  • Ensures that safety and health standards are maintained by recommending equipment and safety measures to be pursued by staff;
  • Co-ordinates all asset and facilities-related matters for the Commission and Resource Centres
    islandwide to ensure the centralisation of fixed assets information for effective monitoring and
    control.

Minimum Required Qualification and Experience

  • Master’s Degree in Human Resource Management, Human Resource Development, Public
    Management, Business Administration with a focus on Human Resource Management, or
    equivalent professional qualifications
  • Five (5) years’ experience in Human Resource Management, at least three (3) years of which
    should be at a senior managerial level within a public sector environment, or any other equivalent
    combination of qualifications and experience
  • Remuneration: Salary Scale $6,333,301.00 – $8,517,586.00 per annum, and any other allowances attached to the post
