The Early Childhood Commission (ECC) a Statutory Body of the Ministry of Education, Skills, Youth and Information with responsibility to regulate the operations of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:

PUBLIC PROCUREMENT ADMINISTRATOR (GMG-AM 3) – VACANT

Purpose of Job

Under the general supervision of the Director 2, Public Procurement, the Public Procurement Administrator is responsible for providing the necessary support by offering complete secretarial/administrative support. This includes the first point of contact, time management, correspondence disposition and resolution.

Key Responsibility Areas

  • Maintain accurate procurement and financial records in compliance with government regulations and the FAA Act.
  • Manage filing systems, correspondence logs, procurement records, and purchasing documentation.
  • Prepare, process, and track Purchase Requisitions and Purchase Orders, ensuring all required approvals, quotations, and supporting documents are obtained.
  • Record and prepare meeting minutes and distribute correspondence promptly.
  • Generate Tax Withholding Certificates through the Tax Administration Jamaica system.
  • Follow up with suppliers regarding quotations, deliveries, and invoices.
  • Assist with the preparation and evaluation of Requests for Quotations (RFQs).
  • Facilitate the procurement of goods and services through effective engagement with suppliers, auditors, and regulatory bodies.
  • Liaises with suppliers and assists in resolving discrepancies on a timely basis
  • Attends to the suppliers when they come to deliver orders, assists the driver with collecting orders for pick-up and makes inquiries re orders; orders that are not collected are dispatched;
  • Reviews documents for payment and ensures all appropriate documents are attached before logging to the Accounts Department when the goods are supplied or the services are provided.

Minimum Required Education and Experience

  • At least 5 CXCs, including Mathematics, English Language and Principles of Business or Diploma in Business Administration, Management Studies, Accounting or any other related field
  • One (1) year of working experience in the related field

Remuneration: Salary Scale $1,711,060.00 – $2,301,186.00 per annum, and any other allowances attached to the post
