The Early Childhood Commission (ECC) a Statutory Body of the Ministry of Education, Skills, Youth and Information with responsibility to regulate the operations of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:

GRANTS AND RECEIVABLE ACCOUNTANT (FMG/PA 1) – VACANT

Purpose of Job

Under the supervision of the Manager, Institutional Services, the incumbent is responsible for efficiently managing and organising ECI grants payments and ensuring timely checking and disbursement of grants, namely: nutrition, material, maintenance, regular, janitorial and internet grants. Manage and maintain the Grants and Subsidies Financial Systems (GSFS). The accountant oversees the management of salaries and subsidies overpayment receivables systems. Monitors and executes all debt recovery activities within the organisation in accordance with the Financial Administration and Audit (FAA) Act.

Key Responsibility Areas

  • Implements appropriate internal control policies compliant with the FAA Act;
  • Monitors Early Childhood Institutions grants annual budget;
  • Prepares and submits reports as requested by parent ministry or other Ministries, Departments and Agencies (MDA);
  • Prepares ECI grants, quarterly and annual budget and cash flow requests;
  • Manages and maintains the Grants and Subsidies Financial System;
  • Reviews and approved new salary subsidy application entered to Grants and Subsidy Financial System (GSFS);
  • Manages and maintains overpaid salaries and subsidies receivables schedules;
  • Manages and maintains the Early Childhood Institutions bank account database for payment
  • Certifies NIS and NHT contribution statement for ECI practitioners and administrative staff
  • Uploads the ACH & E-link payment file to the NCB online banking platform
  • Reviews and reconciles rejected bank transfer for ECI grants payments.
  • Reviews reconciled funds returned from closed keycards to ECC’s Basic Schools account to apply to the overpaid ECP and reduce receivables;
  • Reviews and certifies receivables calculation sheets for practitioners who were overpaid;
  • Facilitates International Organisation for Standardisation (ISO) activities;
  • Performs periodic assessment of the master receivables listing to identify long outstanding delinquents for levels of impairment on balances being carried in keeping with IFRS 9;

Minimum Required Education and Experience

  • Bachelor’s Degree in Accounting or Management Studies with Accounting or BBA from a recognised University, or
  • ACCA Level 2, or
  • Associate Degree in Accounting, MIND, along with the Diploma in Government Accounting, MIND

Remuneration: Salary Scale $3,501,526.00 – $4,709,163.00 per annum, and any other allowances attached to the post
