THE EARLY CHILDHOOD COMMISSION

The Early Childhood Commission (ECC) an agency of the Ministry of Education, Youth and Information with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following vacant post:

RESEARCH MANAGER, MONITORING AND EVALUATION (SOG/ST 7)

 

Job Purpose:

Reporting to the Director Cross Sectoral Coordination, the Research Manager is responsible for establishing and coordinating the implementation of a research agenda for the ECD sector to facilitate availability of a comprehensive body of relevant high quality and timely information; and providing timely, accurate evaluation reports to inform effective planning, policy and decision-making on ECD issues.

Key Responsibilities:

  • Leads consultation with internal and external stakeholders to determine information needs and ensures that the ECD Research Agenda is prepared/maintained
  • Leads implementation of the research agenda through:
    • Liaison and development of collaborative agreements with research institutions to undertake selected research projects
    • Overseeing implementation of selected research projects
  • Liaises with research institutions to co-ordinate the implementation of projects to implement the research agenda, collates and analyses research findings
  • Manages Special Projects identified as priorities by the Research Agenda through:
    • Development of project proposals and lobbying for funding
    • Technical supervision of Research Officer and Project Research personnel
    • Monitoring of Project Budgets
    • Statistical Analysis of project data
    • Review and sign-off of final reports including project evaluation reports
  • Lobbies for, and supports the development and implementation of compatibility and linkages of data systems and reporting across Ministries.
  • Leads and co-ordinates development and implementation of a monitoring and evaluation framework for the ECD sector (specifically, the policies, programmes and projects of the ECC and implementation partners), including:
    • Identification of ECD indicators
    • Development of data collection strategies and data collection instruments
    • Analysis of data collected and monitoring and evaluation of the activities of the ECC and other actors in the sector against established indicators
  • Monitors the implementation of policies for children birth to eight years in line with international, regional and national agreements including the Convention on the Rights of the Child and the Caribbean Plan of Action, and strategic plans of relevant line Ministries
  • Identifies and documents best practices and lessons learned in M&E and participates in the formulation and ongoing review of M&E policy and guidelines within the ECC and the ECD sector

  • Sound knowledge of relevant computer applications and systems

Minimum Requirements:

  • Master’s Degree in Policy Research related area from a recognized tertiary institution with
  • Four (4) years related experience including two (2) years in a management or senior supervisory post or
  • First Degree in Policy Research related area from a recognized tertiary institution equivalent qualifications with
  • Five (5) years related experience including three (3) years in a management or senior supervisory post

Remuneration: Salary Scale $1,950,707.00 – $2,318,778.00 per annum, and any other allowances attached to the post
