The Early Childhood Commission (ECC) an agency of the Ministry of Education, Youth and Information with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following vacant post:



Job Purpose:

Reporting to the Communication Manager, the Public Relations Officer is responsible for providing support in the implementation and coordination of public relations activities, including corporate and internal communications; media and public relations; events promotion and design/layout; development and production of related graphic elements and/or products (i.e. publications, flyers, brochures and presentations).

Key Responsibilities:

  • Assists in developing, implementing, following up and reporting on communication and promotion campaigns
  • Attends promotional events across the island as required
  • Maintains distribution lists and ensures the timely circulation of public relations materials
  • Organizes press conferences and other media related events as directed
  • Prepares draft press releases, letters and other correspondence as directed by the Communication Manager
  • Assists with the design, production and proofreading of public relations/communications materials, to promote awareness of the ECC and knowledge of ECD issues. Functions include:
    • analyzing requirements, including reviewing data supplied, to determine the most effective graphics type and design to be used
    • laying out and preparing media illustrations
    • preparing camera ready artwork for the printers by providing proper mark-up specifications (e.g. colour specifications and separations, crop and fold marks, sizing of halftones, etc.)
    • checking printers proofs
    • preparing mock-ups for approval prior to production
  • Designs, prepares and illustrates exhibits and visual aids for public/media relations events
  • Assists users of graphic equipment or computer based graphic packages to produce their own material by providing onsite training and design advice
  • Designs creative components for the ECC’s website and assists in developing and maintaining the public relations pages; liaises with the web site developer accordingly
  • Assists with the writing and editing of material for the ECC’s publications (brochures, fact sheets, annual reports, newsletters etc.) and websites
  • Monitors stock levels and print runs of the ECC’s publications
  • Collates, files and circulates to relevant staff, news items concerning the ECC.
  • Maintains hard and soft copy files and records on public/media relations activities in accordance with established procedures


  • Working knowledge of public relations/public communication principles and techniques
  • Sound knowledge of public relations jargon
  • Working knowledge of graphic art techniques, including design and layout
  • Ability to understand and use media forms and format requirements
  • Knowledge of electronic/corporate publishing and print production
  • Excellent oral and written communication skills and excellent command of the English Language
  • Sound interpersonal skills
  • Ability to think creatively and display good judgment
  • Good analytical skills
  • Good time management and organizing skills


Minimum Requirements:

  • Diploma in Communications/Public Relations/Journalism or equivalent qualifications
  • Basic training in graphic design/photography
  • Three (3) years’ experience in publicity or public relations and corporate design/publishing

Remuneration: Salary Scale $971,075.00 – $1,154,303.00 per annum, and any other allowances attached to the post
