Under the general supervision of the Director 2, Public Procurement, the Public Procurement Officer assists in the procurement processes required for the acquisition of goods and services essential for the operation of the Early Childhood Commission. The incumbent will ensure that all procurement are conducted in accordance with the Government of Jamaica Procurement Guidelines and Procedures.

 

Key Responsibilities 

  • Prepares Tender Notices and advertisements;
  • Prepares Request for Quotations (RFQs) and Request for Proposals (RFPs) for goods, general services and minor works;
  • Obtains quotations/tenders from appropriately qualified suppliers;
  • Represents the Procurement Unit at Tender closing and opening exercises as Tender Officer (manual procedures or electronic GOJ Procurement Portal GOJEP);
  • Maintains Procurement Records in good order to facilitate audit and other reviews;
  • Prepares and places orders and follows through on the delivery of goods and services
  • Ensures all necessary information for the processing of Purchase Requisitions are in place e.g. prices, quotations, necessary signatures are affixed
  • Ensures that all Requisition Documents and Purchase Orders are typed and generated on the Sage (Accpac) Software or Microsoft Excel accurately;
  • Reviews and evaluates proposals and bids received and assists with the process of engaging consultants and suppliers;
  • Manages the advertising process for procurement, procurement correspondence, Bid Receipt and opening in strict accordance within mandated procurement procedures;
  • Maintains Procurement Filing System in a systematic manner;
  • Maintains list of vendors and contractors supplying various items and services;
  • Liaises with contractors to ensure that goods and services are being effected as agreed;
  • Develops and executes measurement tools to accurately gauge vendor’s performance (quality, delivery, timeliness, etc.) and communicates results internally and externally as necessary;
  • Generates Tax Withholding Certificates (GCT and 3% Withholding Tax) on the Tax Administration Jamaica website
  • To generate and submit monthly GCT and 3% withholding Tax certificate reports and submit to Finance Department
  • Follows up with relevant Procurement Committees to obtain the approval of proposed contract awards in a timely manner

 

Minimum Required Qualification and Experience

 

  • Associate Degree or Bachelor’s Degree in Business Administration/Public Administration/ Management Studies/ Accounting or any related field
  • Certification in public procurement (e.g. INPRI – Level 2-3/UNDP/CIPS etc.)
  • Three (3) years procurement experience, in a similar position.

 

Remuneration: Salary Scale $1,753,837.00 – $2,358,715.00 per annum, and any other allowances attached to the post
