The Early Childhood Commission (ECC) an agency of the Ministry of Education, Youth and Information with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following vacant post:



Description of Duties:

To coordinate, execute or assist with human resource activities related to employee recruitment, selection, retention and separation, compensation and benefits management, training and development, employee relations and welfare services, and records administration.


Key Responsibilities:

  • Undertake staff recruitment and selection activities including the preparation of notices and advertisements for vacant positions, short listing of candidates, scheduling and organizing of interviews, etc.;
  • Assist the Manager, Human Resources Management & Administration (HRM&A) with monitoring probationary periods;
  • Prepare and issue contracts and letters of appointment, circulate copies to relevant line managers as required;
  • Process and prepares documentation to finalize employee promotions, transfers and separations;
  • Advise the Payroll section of required payroll adjustments in accordance with strict monthly and payroll deadlines;
  • Guide Managers and supervisors in the conduct of periodic staff training needs assessments;
  • Assist in coordinating training programmes for the Early Childhood Commission’s employees;
  • Conduct orientation for new recruits;
  • Conduct exit interviews on the resignation of non-supervisory/non-managerial staff;
  • Prepare standard reference letters for employees;
  • Plan and organize recreational events for employees as required;
  • Develops and maintains a comprehensive leave administration database for the organization;
  • Advise employees of the ECC’s human resource policies and procedures as required;
  • Prepares human resource reports and statistics as required;
  • Administer the organization’s compensation and benefits programmes and maintain the releveant recordkeeping.

Minimum Requirements:

  • Bachelor’s Degree in Human Resources Management or equivalent
  • At least five (5) years’ experience in Human Resources at a supervisory level with at least three (3) years in the Public Sector
  • Experience as a supervisor or manager is a must
  • Good knowledge of human resource management principles, policies, procedures and practices
  • Good knowledge of job specification/description preparation

Remuneration: Salary Scale $1,516,506.00 – $1,802,649.00 per annum
