The Early Childhood Commission (ECC) an agency of the Ministry of Education, Youth and Information with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following vacant post:



Description of Duties:

To provide strategic advice to the Executive Director and Commissioners on all matters pertaining to the financial affairs of the Commission and Early Childhood Development Sector. To ensure that the Commission complies with the requirements of the Financial Administration and Audit Act, Public Bodies Management and Accountability Act, Early Childhood Commission Act and all legal instruments which govern its operation and that  all accounting and financial systems of the Commission are properly structured and managed in an effective manner.


Key Responsibilities:

  • Ensures the implementation of and compliance with financial and accounting policies and procedures
  • Regularly reviews and periodically updates existing financial and accounting policies,  procedures and operational manuals in keeping with Government of Jamaica guidelines and international best practice
  • Implements a system of management, accounting and reporting to meet the operational requirements of the organization
  • Oversees the preparation of the ECC’s annual budget
  • Provides departments/divisions with regular reports on the status of their budgets
  • Ensures the development and maintenance of financial statements and reports
  • Analyses trends of expenditure against approved budget and provides the requisite reports
  • Conducts monthly forecasting on capital expenditures
  • Tracks equity investments against appropriations
  • Ensures timely funding of the organisation’s cash requirements through a process of commitments
  • Ensures proper management of the organisation’s bank accounts and their periodic reconciliation
  • Ensures proper management of existing loans
  • Ensures that the financial internal controls are effectively managed
  • Prepares and sends on a timely basis financial statements to the auditors and ensures their review by the appointed private auditing firm
  • Assesses reports received from external auditors and follows up any audit queries/management letters
  • Undertakes the human resource management responsibilities for direct reports

Minimum Requirements:

  • Masters Degree in Business Administration with an emphasis on Accounting from a recognized University or equivalent qualifications and membership of an internationally recognized accounting institute (ACCA, CPA or equivalent)
  • Specialized training in financial planning
  • Eight (8) years related experience at the managerial level, with at least four (4) in a senior financial management post.
  • Sound knowledge of FAA Act, Public Bodies Management and Accountability Act, Generally Accepted Accounting Practices, International Financial Reporting Standards (IFRS), and International Standards on Auditing
  • Sound knowledge of relevant computer applications and systems including accounting, auditing and financial reporting packages
  • Sound knowledge of Government of Jamaica accounting procedures
  • Working knowledge of funding agencies’ financial management and disbursement procedures
  • Good knowledge of government purchasing policies and regulations
  • Knowledge of database management approaches
  • Must possess a valid driver’s license and reliable motor vehicle

Remuneration: Salary Scale $2,358,774.00 – $2,803,841.00 per annum
