Under the general supervision of the Manager, Human Resource & Administration, the Administrative Officer assists in the procurement processes required for the acquisition of goods and services essential for the operation of the Early Childhood Commission. The incumbent will ensure that all procurement are conducted in accordance with the Government of Jamaica Procurement Guidelines and Procedures.


Key Responsibilities 

  • Recommends the hiring of service contractors, monitors and evaluates their performance and makes recommendations to the Manager, HR & Administration;
  • Coordinates and manages the parking arrangements for staff;
  • Manages maintenance, repair and refurbishment of the organization’s physical property at all locations, including buildings, furniture, fixtures and equipment (except computers);
  • Manages lease agreements and accommodation arrangements;
  • Recommends the purchase of new furniture, fixtures and equipment for the ECC; accordingly, liaises with the Public Procurement Unit;
  • Ensures that efficient services are supplied by the Office Attendant which includes the preparation for and serving at meetings, and garbage disposal;
  • Liaises with department heads regarding the provision of office space, furniture and equipment for staff;
  • Directs and monitors mail and bearer/driver services to ensure efficient delivery and receipt of mail;
  • Investigates complaints regarding the office services and decides on the course of action to be taken;
  • Ensures that the building is properly outfitted with the necessary equipment and signs to ensure effective disaster/emergency response;
  • Monitors compliance with the Records Management Policy, Procedures and standards across the ECC and makes recommendations for improvement or modification of practices;
  • Sorts, classifies, labels, codes and files manual and computerized records and documents in accordance with established procedures;
  • Maintains an electronic Fixed Asset Register and ensures that the physical labeling of all assets is kept current with the electronic Register;
  • Manages the work of direct reports and monitors their performance vis-à-vis established objectives and standards;
  • Undertakes either in conjunction with or under the guidance of the Human Resources section, various human resource functions including but not limited to hiring, performance appraisals, promotions, transfers, and vacation scheduling in accordance with policy and procedural manuals and ensuring conformation and compliance;


Minimum Required Qualification and Experience

  • Bachelor’s Degree in Management Studies/Public Administration or equivalent qualifications
  • Three (3) years related experience at a supervisory level


Remuneration: Salary Scale $2,190,302.00 – $2,945,712.00 per annum, and any other allowances attached to the post
