The Early Childhood Commission (ECC) an agency of the Ministry of Education, Youth and Information with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following vacant post:



Description of Duties:

To provide effective and efficient accounting support services to the Director, Finance to achieve the organizational goals.  The Accounting Technician 3 will be responsible for the management, supervision and control of the organization’s general accounting function. The coordination, execution, maintenance and operation of the general ledger accounting system and preparation of the monthly and annual financial statements and schedules.  He/she will be responsible for the development and interpretation of financial data, maintenance, review and analysis of the accounting systems.  He/she will be expected to perform complex financial transactions and prepare both periodic and special financial reports.

Key Responsibilities:

  • Contributes to the preparation and monitoring of the operational plan and annual budget for the Finance Department;
  • Performs all necessary checks to ensure the accuracy, completeness and timeliness of the financial data entered in the general ledger;
  • Reviews and authorizes all journal entry adjustments to the general ledger;
  • Reviews monthly trial balance and recommends accruals and provisions;
  • Maintains the chart of accounts for the recording of the Commission’s capital and revenue expenditures;
  • Oversees the preparation of monthly and annual financial statements and schedules in keeping with relevant organizational standards and acceptable accounting guidelines and practices;
  • Prepares quarterly and semi-annual reports for the World Bank;
  • Prepares cash flow projections and monitors receipts to the Commission’s bank account to ensure the maintenance of adequate funds to meet commitments;
  • Provides information and other support necessary for year-end audit activities;
  • Prepares and presents analysis, reports and justifications to users and management;
  • Oversees the business bank account management, including bank reconciliation;
  • Supervises and coordinates the work of subordinates and monitors their performance vis-à-vis established objectives and standards;
  • Plans and organises, in conjunction with the Human Resources Development and Administration Division/Department , training activities for Accounts staff to ensure quality output and compliance with the organization’s policies and guidelines;
  • Plans and conducts regular and ad hoc meetings with subordinates to inform them of changes to current standards, policies and practices and to resolve any problems which may arise;
  • Assesses staff training requirements on an on-going basis and ensures provision of structured training programs and on-the-job coaching to develop required skills and knowledge;


  • Sound knowledge of FAA Act, Public Bodies Management and Accountability Act, Generally Accepted Accounting Practices, International Financial Reporting Standards (IFRS), and International Standards on Auditing
  • Sound knowledge of Government of Jamaica accounting procedures
  • Excellent knowledge of international accounting standards and practices
  • Sound knowledge of payroll administration
  • Working knowledge of funding agencies’ financial management and disbursement procedures
  • Excellent computer skills including detailed understanding of MS Excel application including accounting, auditing and financial reporting

Minimum Requirements:

  • ACCA level II or Bachelor’s Degree in Management Studies with a major in Accounting, or equivalent qualifications
  • Completion of relevant Government Accounting courses
  • Three (3) years related experience at the supervisory level

Remuneration: Salary Scale $1,101,521.00 – $1,309,363.00 per annum, and any other allowances attached to the post
