The Early Childhood Commission (ECC) an agency of the Ministry of Education, Youth and Information with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following vacant post:



Description of Duties:

Reporting to the Institutional Service Accountant, the incumbent is responsible for the processing of the salary subsidy payroll for early childhood practitioners.

Key Responsibilities:

  • Uses relevant accounting software to maintain practitioners’ data sheet on a monthly basis;
  • Changes practitioners’ method of payment that have lost their Keycard using relevant accounting software;
  • Uses relevant accounting software to update practitioners’ account that receive new keycards;
  • Prepares payment vouchers for practitioners on cheque and advance payment by using Microsoft excel spreadsheet;
  • Prepares receivables calculation sheets for practitioners who were overpaid upon delay in corresponds from the Development Officers and Supervisors;
  • Reinstates practitioners that were suspended on relevant accounting software;
  • Terminates practitioners that resign, retired or become trained teachers on relevant accounting software;
  • Prepares monthly adjustment report on all suspended, terminated, reinstated, new practitioner and practitioner on cheque using Microsoft Excel;
  • Prints and sorts practitioners pay slips by regions and zones
  • Prints periodic reports (payroll register, net pay listing, bank deposit listing, and Payroll register summary) from relevant accounting software;
  • Prepares monthly statutory deductions;
  • Prepares payroll reconciliation report using the bank upload, cheque payment and statutory deduction amounts for the specific month from relevant accounting software;
  • Uploads monthly salary for practitioners to their accounts via electronic transfer;
  • Liaises with Accounting Technician (Payables) and Development Officers for distribution of salary subsidy cheques and pay advices to ECPs;
  • Liaises with records team on filing of payroll records and correspondences;
  • Performs other related functions assigned from time to time by the Institutional Service Accountant.


  • Good knowledge of payroll policies and procedures
  • Good accounting and numerical skills
  • Working knowledge of relevant computer applications including spreadsheets and payroll accounting packages
  • Knowledge of the Financial Administration and Audit (FAA) Act
  • Good Customer Relations Skills
  • Good Time Management Skills
  • Ability to work in team oriented environment
  • Ability to communicate effectively both orally and in writing
  • Good interpersonal skills

Minimum Requirements:

  • AAT Level 2 or;
  • ACCA-CAT Level B or;
  • Certificate in Accounting from a recognized University or;
  • Completion of second year in BSc. in Accounting / Management Studies or BBA at a recognized University or;
  • ASc. In Accounting, MIND or;
  • Government Accounting Level 2 Modules 1-5
  • Two (2) years related work experience

Remuneration: Salary Scale $881,813.00 – $1,048,198.00 per annum, and any other allowances attached to the post
