
The Early Childhood Commission (ECC) a Statutory Body of the Ministry of Education, Skills, Youth and Information with responsibility to regulate the operations of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:
SENIOR HUMAN RESOURCE OFFICER (GMG-SEG 1) – VACANT
Purpose of Job
Reporting to the Director, Human Resource Management & Administration, the incumbent is responsible for providing support in the various Human Resource functions, which include Recruitment, Benefits, Leave Administration and Staff Welfare in accordance with the Government of Jamaica regulations and the guidelines of the Human Resource Management practices.
Key Responsibility Areas
- Undertakes staff recruitment and selection activities, including the preparation of notices and advertisements for vacant and non-vacant positions, shortlisting candidates, scheduling and organising interviews, administering assessments, conducting reference checks and communicating with successful and unsuccessful applicants.
- Prepares and issues contracts, letters of employment, documentation relating to employee promotions, transfers and separations and permanent appointment and circulates copies to the relevant managers.
- Advises the Payroll Unit of required payroll adjustments in accordance with established payroll deadlines.
- Guides Directors and Managers in conducting training needs assessments through job analysis, performance appraisal reviews and staff consultations, and makes recommendations to address identified training needs.
- Prepares monthly and quarterly Human Resource reports and statistical information.
- Prepares correspondence to the Ministry of Finance and the Public Service relating to the reactivation and creation of established posts.
- Liaises with training institutions such as HEART/NSTA Trust, HOPE Programme and the National Youth Service regarding internship placements.
- Assists Directors and Managers with drafting and revising job specifications and job descriptions.
- Maintains the Human Resource database and employee records.
- Provides advice and guidance to employees regarding Human Resource policies, procedures and employment matters.
- Maintains confidential Human Resource records and personnel files.
- Processes and administers the Commission’s group life and health insurance programmes, ensuring new employees are enrolled promptly.
Minimum Required Education and Experience
- Bachelor’s Degree in Human Resources Management or equivalent
- At least three (3) years’ experience in Human Resources at a supervisory level with at least two (2) years in the Public Sector
- Experience as a supervisor or manager is a must
Remuneration: Salary Scale $3,501,526.00 – $4,709,163.00 per annum, and any other allowances attached to the post
