The Early Childhood Commission (ECC) a Statutory Body of the Ministry of Education and Youth with responsibility to regulate the operation of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:

SENIOR HUMAN RESOURCE OFFICER, ORGANIZATIONAL DEVELOPMENT & PERFORMANCE MANAGEMENT (GMG/SEG 1)

Job Purpose

Reporting to the Director, Human Resource Management & Administration, the incumbent is responsible for contributing to the design and delivery of organisational development strategies and the management of change in support of the organisation’s strategic and operational objectives; and co-ordinating Performance Management activities and outcomes to ensure full compliance with the Agency’s policies and procedures in achieving its objectives.

Key Responsibilities

  • Participates in the conduct (use of surveys, focus groups and other relevant methodologies) of organisational needs assessments to determine organisational readiness for change.
  • Provides guidance/advice to the Director, Human Resource Management & Administration and other personnel on Performance Management, Organisational Development and Modernisation
  • Initiative matters;
  • Identifies and communicates the compelling need for change/improvement by being an advocate for positive change and improvement within the Organisation;
  • Conducts job analysis and reviews the Organisation Structure to ensure alignment with the goals and Strategic Objectives of the Commission;
  • Recommends new structure and Implementation Plan, where necessary;
  • Examines the content of Individual Work Plans to ensure their alignment with the Department’s Operational Plan;
  • Arranges for the development and maintenance of current documentation of the Organisational Charts, Job Descriptions and Work Plans;
  • Assists Department Heads, Managers and Supervisors with the updating or rewriting of Job Descriptions, Work Plans as required;
  • Provides guidance and training regarding Employee Performance Management (EPM), ensuring accordance with the established principles as outlined in the guidelines;
  • Assists with coordinating the implementation and administration of the EPM within the Commission;
  • Liaises with and assists Heads of Departments regarding the EPM process;
  • Collaborates with the Director, Managers and Supervisors to monitor and ensure that the training and developmental needs of employees are addressed;

Minimum Required Qualification and Experience

  • Bachelor’s Degree in Management Studies, Human Resource Management/Development or a related field;
  • Three to Five (3-5) years’ related work experience in Human Resource Development and Performance Management at the Middle Management level in an organisation of similar size
  • Specialised training in Management Analysis, Performance Management, Appraisal Systems and Change Management would be an asset

Remuneration: Salary Scale $3,501,526.00 – $4,709,163.00 per annum, and any other allowances attached to the post
