
The Early Childhood Commission (ECC), a Statutory Body of the Ministry of Education, Skills, Youth and Information with responsibility to regulate the operations of Early Childhood Institutions, is seeking to identify highly motivated and dynamic individuals to fill the following post:
DATA PROTECTION OFFICER (GMG/SEG 2) – TEMPORARY
Purpose of Job
Under the general direction of the Executive Director, the Data Protection Officer is responsible for ensuring the Commission operates in accordance with the Data Protection Act 2020. The incumbent is also responsible for providing technical advice and coordinating all aspects relating to data privacy. S/he will play a critical role in safeguarding the privacy rights of individuals for whom data is held or processed by the ECC and will ensure that sensitive data is protected in accordance with the law.
Key Responsibility Areas
- Oversee the ECC’s compliance with the Data Protection Act, relevant regulations, and international privacy standards by implementing and maintaining an effective data protection framework.
- Create, implement, and review data protection policies, procedures, governance frameworks, and standard operating procedures to ensure the secure and lawful processing of personal data.
- Conduct data protection impact assessments, compliance reviews, and risk assessments, while managing data breaches, security incidents, and corrective actions.
- Provide guidance to management and staff on data protection obligations, privacy best practices, and appropriate technical and organisational safeguards.
- Serve as the primary contact with the OIC, consult on compliance matters, report unresolved breaches, and ensure regulatory requirements are met.
- Respond to data subject requests and complaints, ensuring individuals can effectively exercise their rights under the Data Protection Act.
- Deliver staff training, disseminate updates on privacy laws and policies, and foster a culture of data protection throughout the organisation.
- Evaluate the effectiveness of the Data Protection Framework, monitor legislative changes and compliance, prepare reports, and provide regular updates to the Executive Director and Executive Management on privacy risks and compliance activities.
Minimum Required Education and Experience
- Bachelor’s degree in Computer Science, Audit or equivalent qualification from recognized tertiary institution
- Certification in Information Security, Data Protection and/or Privacy Certification such as ClPP, CIPT, ISEB, etc. (preferred)
- Exposure to legal training would be an asset
- Sound knowledge of the Data Protection Act and other applicable data protection policies.
- One (1) year of related work experience
Remuneration: Salary Scale $4,266,270.00 – $5,737,658.00 per annum, and any other allowances attached to the post
